CalFresh is a California food assistance program designed to improve the quality of life for Californians by helping the entire state have access to healthy and nutritious food. You may be eligible even if you receive Supplemental Security Income (SSI) or State Supplementary Payment (SSP). Eligibility is based on income and if you’re eligible, you will receive an EBT card (similar to a debit card) that can be used at grocery stores and other participating markets. Apply In-person:
You can apply in-person at a local Community Based Organization (CBO) or at your local County office. Call 2-1-1 for locations.
Apply by mail:
If you live in San Diego County, 2-1-1 can mail you an application packet for you to complete on your own.

How CalFresh Works


Submit an application

We can complete your application for you over the phone and answer questions along the way. Once completed, we will also submit it on your behalf.


Provide documents

At the end of the application, we’ll let you know what documents to bring to your interview based on the answers you gave us. These documents are usually required to get CalFresh: A copy of your ID, Proof of any income, Proof of immigration status (for non-citizens), Proof of student status (for college students).


Complete an interview with a County worker

After we submit your application, the County will call you within two weeks for your interview. You can do an interview then or schedule an appointment for later. If the County can’t reach you, they will mail you an interview time and date. If you can’t make that date or you miss it, we can help you reschedule. Just call 855-238-5977.


Get money for groceries

If your application is approved, you will be sent an EBT card for groceries within 30 days. If you are 60+ or disabled, or you do not have access to cooking equipment, you may also qualify for the CalFresh Restaurant Meals Program.

What is CalFresh?

CalFresh is a program funded by the USDA that supplements food budgets to allow families and individuals to buy more fruit, vegetables, whole grains, lean protein, and other healthy foods.
Unfortunately, there are over 3.2 million Californians that are income-eligible in our state and not enrolled in the program according to the California Food Policy Advocates.


Can I Receive CalFresh?

If you receive SSI/SSP payments, you may also be eligible and there will be no change to your SSI/SSP monthly benefit.

CalFresh is an entitlement program. This means everyone who qualifies will receive benefits and will not “take someone else’s place.” The USDA sets aside funds for the program and millions of dollars in benefits are left unused.


How Does Calfresh Work?

CalFresh benefits are deposited monthly on an EBT card that works like a debit card with a PIN. You can check the balance online or over the phone. The card can be used almost anywhere food is sold, such as supermarkets, convenience stores, pharmacies, stores like Target and Costco, some ethnic markets, and some farmer’s markets.

Where Can I Use CalFresh Benefits?

You can use your benefits to purchase a variety of healthy food from participating grocery stores and some farmers’ markets. Using CalFresh benefits means more money left in your pockets for other bills and expenses. A USDA study found that every $1 of CalFresh benefits generates $1.84 in economic activity
For the first half of 2018, 211 San Diego’s Enrollment Center has helped over 3000 households get connected to CalFresh benefits, contributing an estimate of $2,536,130 into San Diego’s economy.


Why Call 2-1-1?

211 San Diego is leading the way in phone-based outreach and application assistance. We can check if you’re eligible,  complete your entire CalFresh application over the phone, and submit it to the County electronically on your behalf.
We can explain how to send documents directly to the County without having to go in-person. Our over-the-phone program is especially beneficial for those who are disabled, elderly, homebound or lack transportation or childcare and cannot go to the County office to apply during office hours.
Because benefits are administered by the County, only a County eligibility worker can make the final decision if you qualify for benefits and will notify you within 30 days.
